THE DECREE OF THE GOVERNMENT OF THE RUSSIAN FEDERATION "ON ESTABLISHMENT OF LICENSING EXPORT OF CATTLE, SHEEP AND OTHER RAW HIDES FROM RUSSIAN FEDERATION"

In order to regulate the exports of raw hides and skins from customs territory of the Russian Federation the Government of the Russian Federation decrees:
1. To establish from November 25th 1998 the licensing export of cattle hides (TN VED ID 4101), sheep skins (TN VED ID 4102) and other raw hides (TN VED ID 4103) from the Russian Federation.
2. The Ministry of trade of the Russian Federation must automatically (without limits on the quantity) give license for export of cattle, sheep and other raw hides from the Russian Federation in accordance with the Clause 1 of this Decree. The licenses for export of cattle, sheep and other raw hides from the Russian Federation are issued by the Ministry of Trade of the Russian Federation through its authorized regional agents on the basis of requests of Russian exporters according to the "Provision on the order of licensing export and import of goods and services in the Russian Federation" approved by the decree of the Government of the Russian Federation of October 20th 1996 No 1229 (see Code of Laws of Russian Federation, 1996, No 46, p. 5249).
3. The State Customs Committee of the Russian Federation must: - Validate export of goods, mentioned in paragraph 1 of this Decree only if the Russian exporter has a license issued by the Ministry of trade of the Russian Federation; - Monthly provide the Ministry of trade of the Russian Federation with statistical data on volume of exports of these goods.
