PROVISION ON FINANCING ON REFUND AND INTEREST BEARING BASIS OF EXPENCES FOR SEASONAL PROCUREMENT OF RAW MATERIALS FOR CONSUMER
AND INDUSTRIAL GOODS' PRODUCTION FOR FACTORIES AND ORGANIZATIONS OF LIGHT AND TEXTILE INDUSTRIES
| The Provision determines the order of budget means' allotment to enterprises of light and textile industries in 1999. Budgetary funds are
allocated on the basis of the results of tender selection by Tender Commission, established by the Ministry of Economy of the RF. Budget funds
are allocated on refund and interest bearing basis within a fiscal year by equal share with interest for using them payable in the amount of 1/3
of the refinancing rate of RF Central Bank as of the day of coming into force of Federal Law "On the Federal Budget for 1999". The addressees
of budgetary funds shall not have any overdue debts of earlier received budget money. The budgetary means are allotted in accordance with the
list of organizations confirmed by the Ministry of Finances of the RF. To receive budgetary funds among others the following documents shall be
submitted to the Ministry of Economy of the RF: - A letter of the head of executive body of the RF region, where the organization is situated,
confirming the necessity of budget funds' allotment, and the consent to be a warrant of repayment of the funds and proper interest. - A letter
of guarantee of executive body of the RF region or a guarantee from a bank, if a commercial bank is a warrant of repayment of the money allotted.
The funds are purpose-oriented and shall be used by the borrower only to pay for raw materials and accessories, provided by the supplements to
the contract between the organization and the Ministry of Finances of the RF. |
